Helen Alexiou led the AKL team advising Lamda Development on the Hellinikon project master plan, now formally submitted to the State Council (the supreme administrative court) for pre-enactment scrutiny. Once formally issued and having assumed the status of a Presidential Decree, the master plan will form the basis of the licensing process for the largest development project in Europe.
Given the unprecedented scale of the Hellinikon project, preparation of the master plan has involved unique challenges and a novel approach to complex planning, zoning and licensing issues. Work on the master plan has required appropriate responses to technically demanding questions of law, consensus on the finer aspects of legislative drafting, as well as identifying the realistic balance of the various stakeholders’ vision for the future shape and form of the project.
